What was moved, and what passed

Cr Kiri Dicker's notice of motion, seconded by Cr Erin Karsten, asked the council to rejoin Arts Northern Rivers with an annual contribution of about $20,000. It came with a way to pay for it, set out as per advice from the General Manager: trims of $1,000 to $6,000 across nine budget lines, among them the biodiversity strategy, street tree planting, cultural and heritage programs and Ignite Studios' public programs, taking their combined budget from $320,000 to $300,000.

The Mayor, Cr Sharon Cadwallader, moved an amendment, seconded by Cr Damian Loone, and it was carried and then became the council's resolution. It does two things. It asks for a copy of the Create NSW service agreement with Arts Northern Rivers and asks staff to develop options to ensure our artists are considered fairly. And it says any return should come through the normal budget process, if and when Arts Northern Rivers offers a Service Agreement that is considered better value for money for Ballina Shire artists.

The vote was the same on the amendment and on the final motion. For: Crs Cadwallader, Michelle Bailey, Simon Kinny, Loone, Therese Crollick, Eva Ramsey and Phil Meehan. Against: Crs Simon Chate, Karsten and Dicker.

What the 2021 report said

The staff comment in the agenda says the council resolved in June 2021 to withdraw from the Regional Arts Network and stop its annual contribution, as part of a wider review of its arts funding. It quotes the 2021 report: The direct return on investment to the Ballina Shire over the last 10 year period has been extremely limited in consideration of the accumulative investment of $226k. That report also found the body's own forward plans for 2019 to 2021 showed an inequity in its funded projects delivered in Ballina Shire compared with other contributing council areas, particularly Lismore.

Staff say the contribution was redirected to the council's own venues: about $120,000 in extra funding has gone to the Northern Rivers Community Gallery and Ignite Studios since then, including a part-time creative programs producer. They list more than 120 exhibitions, more than 850 artists supported and more than 4,000 program participants from 2021 to 2026. They also warned that the contribution typically increases over time and is expected to require greater than $20,000, and suggested a report on options for any extra arts money before a decision on membership.

The case for going back

Cr Dicker's notice says Arts Northern Rivers is supported by Byron, Clarence Valley, Kyogle, Lismore, Richmond Valley and Tweed councils, that Ballina is the only Northern Rivers council not a member, and that Tweed rejoined in recent years under a four-year agreement at $25,000 a year. Citing the body's 2025 sector profile of Ballina Shire, it counts 741 people in creative or cultural occupations as their main job at the 2021 Census, 4.1 per cent of the local labour force, and 281 creative businesses. It also points to state cuts: a 25 per cent cut to Create NSW staff in the 2025-26 budget and $185,000 of annual support cut from the 15 regional arts development organisations.

One cost of staying out is set out on the directory's own page. Northern Rivers Creative, run by Arts Northern Rivers, says registration is free for creatives working in Byron, Clarence Valley, Kyogle, Lismore, Richmond Valley and Tweed. For a creative based in Ballina Shire the fee is $75 for the first year and $50 a year after that, because, in its words, Ballina Shire Council no longer supports Arts Northern Rivers through a financial contribution.

Staff asked Arts Northern Rivers what Ballina would get for rejoining, and its reply is attached to the agenda. It offers seven kinds of return, from connecting the gallery and Ignite Studios to regional programs to access to its research, and says a change of executive leadership in 2026 has brought strengthened governance, clearer accountability. It names no price and no specific project it would run in Ballina Shire.

Our view

This is opinion, built on the facts above. The council's caution has a basis: its own 2021 assessment called the direct return on ten years and $226,000 extremely limited, and the pitch attached to the agenda is a list of benefits with no costed commitment attached. But the resolution asks Arts Northern Rivers to offer better value without the council saying what better value would be. The useful next step is the staff options report the resolution asks for. It should name what Ballina wants from a regional arts body: how many projects, which artists, at what price. Then the next offer can be judged against something. Meanwhile the visible cost is carried by individual artists at $75 each, not by the council.

When the service agreement or the staff options come back to council, we will report what they say.

How we sourced this

We read item 11.4 in the agenda for Ballina Shire Council's ordinary meeting of 22 October 2026: the notice of motion, the councillor's comments and the staff comment, and the attachment from Arts Northern Rivers in the separate attachments file. We read the motion, amendment and votes in the minutes of that meeting, already published and not yet confirmed. We checked the directory fee on Northern Rivers Creative's own application page. The Census, survey, Tweed and state funding figures are as Cr Dicker's notice gives them, citing the 2025 sector profile and other reports we have not read ourselves. The 2021 return figures and the 2021 to 2026 venue figures are the staff comment's. We have not contacted the council, its councillors or Arts Northern Rivers.
