Flood recovery & land
The February to March 2022 floods left Lismore the worst-hit town in
the country and made it a Ministerial Reconstruction Area. The recovery is the region's
once-in-a-generation running story, and we cover it from the documents: the NSW
Reconstruction Authority's own program figures for the Resilient Homes Program of buybacks,
house raisings and retrofits, the Resilient Lands releases, and the wider infrastructure
program, alongside the councils' land-use decisions and Resilient Lismore as the recovery's
community ground-truth voice.
We verify each figure on the source page before citing it, and we
cover the recovery on the public policy and the program record, never on an identifiable
household's private grief. Buyback and land-release decisions are covered as public policy,
because that is what they are.
Flood Recovery + Land
It runs the buyback scheme and is writing the adaptation plan, and it
is named in nearly every recovery story here without being explained. Created after the 2022
disasters, broader than recovery, and by its own account it facilitates all disaster recovery
funding for NSW.

The Reconstruction Authority is developing the region's first
multi-hazard Disaster Adaptation Plan. The values study feeding it asked 211 people to
sort 100 cards, and states in its own words that they are not a statistically significant
sample. The useful part is where the groups disagree.

The NSW Reconstruction Authority's buyback, house-raising and
retrofit scheme after the 2022 floods has closed to new applicants and been extended:
scope of works can now be submitted up to June 2027 and grant-funded works completed up
